Failure of Google+ probably... But rise of Window Phone 7 I don't thinks so. Windows Phone 7 Is a new comer same as Google+. Google+ needs to beat facebook for the social networking so it still has a chance to succeed with the help of Google's Android, Google Voice and Gmail (which probably all user will automatically have google+).
For Windows Phone 7, it needs to fights its place from iOS and Android. It's already been a tight battle between iOS and Android that it already knock out Symbian and Blackbery from their former positions. Windows Phone 7 is still in its early stage still missing basic features like copy and paste on the other hand iOS and Android is Already taking a big byte out of Windows 7 OS from the tablet market. Window Phone was known to suck on their Office Apps thats why 3rd party apps are always much better, and they are now available on Android and iOS devices.
So rise of Windows Phone 7 I don't think so, maybe in 2 years if Android and iOS bump into some kind of trouble.
